EPS is Encapsulated PostScript, and PostScript is a page-description language rather than an image format: the file is a small program whose output is a page. Rasterising one means executing it, which is what Ghostscript does. That is also why this tool uploads — Ghostscript is AGPL-licensed and belongs on a server rather than in a bundle shipped to every visitor. It is a licensing constraint, not a technical one.

JPG is the right output when the EPS holds a photograph or a complex illustration destined for the web or an email, where a smaller file matters more than perfect edges. For line art, logos, diagrams or anything with transparency, [EPS to PNG](/eps-to-png) is the better choice: PNG is lossless and keeps an alpha channel, where JPG will soften fine strokes and flatten transparency onto white. If the artwork still has to scale — for print, or for a sign — keep the original EPS alongside whatever raster you export.
