An .m4a is not really its own format: it is an MP4 container holding audio and no video, usually AAC. That is why the file plays perfectly on a Mac or iPhone and gets refused by a transcription service or an older player that checks the extension before it inspects the contents.

Two things follow. First, renaming .m4a to .mp3 does not work — it changes the label while leaving AAC audio inside, and anything that reads the file properly will reject it. Converting re-encodes the audio itself. Second, because AAC is already lossy, converting to MP3 is a second generation, so use 192 kbps or higher for anything you want to keep sounding right.
