AAC was designed as MP3's successor and generally sounds better at the same bitrate, which is why YouTube, Apple Music and most streaming services use it. The reason to convert away from it is never quality — it is that some car stereos, older DAPs, gym equipment and embedded players only ever learned MP3.

Both formats are lossy, so this conversion is a second generation: the encoder decodes audio that already had detail discarded, then discards more. At 192 kbps or above the difference is inaudible on ordinary equipment. At 128 kbps and below, converting a file that was already 128 kbps is where people start hearing the smeared cymbals and hollow vocals that make a track sound "converted".
