Not with the aspect-ratio lock on, which is the default: you give one dimension and the other is calculated. Turn the lock off only when you genuinely want to distort the image to exact dimensions.
You can scale above 100%, but enlarging cannot invent detail that was never captured — the result is a softer version of the original. For a genuine increase in detail, the AI Image Upscaler reconstructs pixels rather than interpolating them.
