It compresses to at or under your limit, not to exactly it. Quality is stepped down until the result fits, and if the lowest useful quality still misses, the tool says so and suggests reducing the dimensions rather than pretending it succeeded.
PNG is lossless, so there is no quality dial to turn — the same pixels always encode to about the same size. To make a PNG smaller you have to reduce its dimensions or switch to JPG or WebP. The tool tells you this instead of grinding through settings that cannot help.
